　　為進(jìn)一步完善加工貿(mào)易http://www.stonebuy.com/trade/管理，鼓勵(lì)加工貿(mào)易http://www.stonebuy.com/trade/企業(yè)http://www.stonebuy.com/enterprise/優(yōu)化結(jié)構(gòu)、提高效益、自主創(chuàng)新、積極履行社會(huì)責(zé)任，限制和減少加工貿(mào)易http://www.stonebuy.com/trade/企業(yè)http://www.stonebuy.com/enterprise/從事能源消耗高、環(huán)境污染重、附加值低的生產(chǎn)加工，有效推進(jìn)加工貿(mào)易http://www.stonebuy.com/trade/轉(zhuǎn)型升級(jí)，促進(jìn)加工貿(mào)易http://www.stonebuy.com/trade/健康發(fā)展，各級(jí)商務(wù)主管部門在加工貿(mào)易http://www.stonebuy.com/trade/業(yè)務(wù)管理中要不斷加強(qiáng)制度建設(shè)，據(jù)實(shí)核查加工貿(mào)易http://www.stonebuy.com/trade/企業(yè)http://www.stonebuy.com/enterprise/的經(jīng)營(yíng)資格和加工生產(chǎn)能力，把好企業(yè)http://www.stonebuy.com/enterprise/準(zhǔn)入關(guān)。現(xiàn)將有關(guān)問題通知如下：

　　一、加強(qiáng)各級(jí)加工貿(mào)易http://www.stonebuy.com/trade/管理部門制度建設(shè)

　　（一）嚴(yán)格審批權(quán)管理。各級(jí)商務(wù)主管部門應(yīng)嚴(yán)格按照《加工貿(mào)易http://www.stonebuy.com/trade/審批管理暫行辦法》有關(guān)審批機(jī)關(guān)及分級(jí)審批的規(guī)定履行加工貿(mào)易http://www.stonebuy.com/trade/業(yè)務(wù)的審批權(quán)，省級(jí)商務(wù)主管部門下放審批權(quán)需依照規(guī)定并及時(shí)報(bào)商務(wù)部備案。各級(jí)審批機(jī)關(guān)必須使用加工貿(mào)易http://www.stonebuy.com/trade/電子聯(lián)網(wǎng)審批管理系統(tǒng)為企業(yè)http://www.stonebuy.com/enterprise/出具《加工貿(mào)易http://www.stonebuy.com/trade/企業(yè)http://www.stonebuy.com/enterprise/經(jīng)營(yíng)狀況及生產(chǎn)能力證明》和《加工貿(mào)易http://www.stonebuy.com/trade/業(yè)務(wù)批準(zhǔn)證》，有關(guān)證明數(shù)據(jù)必須納入商務(wù)部數(shù)據(jù)庫(kù)統(tǒng)一管理，嚴(yán)禁手工發(fā)證。

　　（二）注重日常統(tǒng)計(jì)分析。各級(jí)商務(wù)主管部門應(yīng)注意統(tǒng)計(jì)本地加工貿(mào)易http://www.stonebuy.com/trade/企業(yè)http://www.stonebuy.com/enterprise/生產(chǎn)、經(jīng)營(yíng)、納稅、環(huán)保、能耗、工人數(shù)量、工資水平、職工社會(huì)保險(xiǎn)繳納情況等數(shù)據(jù)，總結(jié)本地加工貿(mào)易http://www.stonebuy.com/trade/企業(yè)http://www.stonebuy.com/enterprise/使用先進(jìn)工藝裝備、取得專利、建立自主品牌等情況和經(jīng)驗(yàn)，并及時(shí)報(bào)上級(jí)商務(wù)主管部門統(tǒng)計(jì)匯總。

　　二、完善加工貿(mào)易http://www.stonebuy.com/trade/企業(yè)http://www.stonebuy.com/enterprise/準(zhǔn)入管理

　　（一）加強(qiáng)加工貿(mào)易http://www.stonebuy.com/trade/企業(yè)http://www.stonebuy.com/enterprise/經(jīng)營(yíng)狀況及生產(chǎn)能力核查。《加工貿(mào)易http://www.stonebuy.com/trade/企業(yè)http://www.stonebuy.com/enterprise/經(jīng)營(yíng)狀況及生產(chǎn)能力證明》（以下簡(jiǎn)稱《生產(chǎn)能力證明》）是確定企業(yè)http://www.stonebuy.com/enterprise/開展加工貿(mào)易http://www.stonebuy.com/trade/業(yè)務(wù)資格和審批機(jī)構(gòu)進(jìn)行加工貿(mào)易http://www.stonebuy.com/trade/業(yè)務(wù)審批的重要依據(jù)。申請(qǐng)從事加工貿(mào)易http://www.stonebuy.com/trade/的企業(yè)http://www.stonebuy.com/enterprise/，須如實(shí)申報(bào)《生產(chǎn)能力證明》各項(xiàng)內(nèi)容，各級(jí)商務(wù)主管部門須實(shí)地勘察，據(jù)實(shí)審核。如有必要，企業(yè)http://www.stonebuy.com/enterprise/須提供與所申報(bào)內(nèi)容相關(guān)的證明文件或材料。未通過(guò)加工貿(mào)易http://www.stonebuy.com/trade/企業(yè)http://www.stonebuy.com/enterprise/經(jīng)營(yíng)狀況及生產(chǎn)能力核查的企業(yè)http://www.stonebuy.com/enterprise/，商務(wù)主管部門不得批準(zhǔn)其從事加工貿(mào)易http://www.stonebuy.com/trade/業(yè)務(wù)。

　　（二）將環(huán)保、能耗、用工、設(shè)備水平等指標(biāo)納入加工貿(mào)易http://www.stonebuy.com/trade/企業(yè)http://www.stonebuy.com/enterprise/經(jīng)營(yíng)狀況及生產(chǎn)能力核查范圍。www.stonebuy.com 中國(guó)http://www.stonebuy.com石材http://www.stonebuy.com/網(wǎng)

　　1.督促加工貿(mào)易http://www.stonebuy.com/trade/企業(yè)http://www.stonebuy.com/enterprise/嚴(yán)格執(zhí)行環(huán)保標(biāo)準(zhǔn)，鼓勵(lì)節(jié)能降耗。加工貿(mào)易http://www.stonebuy.com/trade/企業(yè)http://www.stonebuy.com/enterprise/的二氧化硫（SO2）、化學(xué)需氧量（cod）等主要排放指標(biāo)應(yīng)達(dá)到環(huán)保部門要求，單位生產(chǎn)總值綜合能耗應(yīng)不高于當(dāng)?shù)仄骄健?duì)環(huán)保和能耗水平不達(dá)標(biāo)或出現(xiàn)環(huán)境責(zé)任事故的企業(yè)http://www.stonebuy.com/enterprise/，禁止其開展加工貿(mào)易http://www.stonebuy.com/trade/業(yè)務(wù)。

　　2.督促加工貿(mào)易http://www.stonebuy.com/trade/企業(yè)http://www.stonebuy.com/enterprise/健全用工制度。加工貿(mào)易http://www.stonebuy.com/trade/企業(yè)http://www.stonebuy.com/enterprise/應(yīng)按規(guī)定在當(dāng)?shù)貏趧?dòng)保障部門辦理勞動(dòng)用工備案手續(xù)，注重工人福利，遵守當(dāng)?shù)仃P(guān)于最低工資標(biāo)準(zhǔn)和繳納社會(huì)保險(xiǎn)的有關(guān)規(guī)定。對(duì)未按規(guī)定履行勞動(dòng)用工手續(xù)，或員工工資未達(dá)到企業(yè)http://www.stonebuy.com/enterprise/所在地最低工資標(biāo)準(zhǔn)，以及不符合企業(yè)http://www.stonebuy.com/enterprise/所在地繳納社會(huì)保險(xiǎn)有關(guān)規(guī)定的，不批準(zhǔn)其開展加工貿(mào)易http://www.stonebuy.com/trade/業(yè)務(wù)；在本通知發(fā)布前已批準(zhǔn)的，要督促其限期改正，到期仍不能改正的，取消其加工貿(mào)易http://www.stonebuy.com/trade/生產(chǎn)經(jīng)營(yíng)資格。

　　3.加快淘汰落后生產(chǎn)能力。各級(jí)商務(wù)主管部門要切實(shí)落實(shí)《國(guó)務(wù)院關(guān)于發(fā)布實(shí)施〈促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整暫行規(guī)定〉的決定》（國(guó)發(fā)〔2005〕40號(hào)），按照《產(chǎn)業(yè)結(jié)構(gòu)調(diào)整指導(dǎo)目錄》，禁止使用列入淘汰類的落后生產(chǎn)工藝裝備的企業(yè)http://www.stonebuy.com/enterprise/開展加工貿(mào)易http://www.stonebuy.com/trade/，對(duì)生產(chǎn)列入淘汰類落后產(chǎn)品http://www.stonebuy.com/sample/的加工貿(mào)易http://www.stonebuy.com/trade/業(yè)務(wù)不予批準(zhǔn)。督促使用限制類工藝技術(shù)、裝備，生產(chǎn)限制類產(chǎn)品http://www.stonebuy.com/sample/的加工貿(mào)易http://www.stonebuy.com/trade/企業(yè)http://www.stonebuy.com/enterprise/加快轉(zhuǎn)型升級(jí)，不再批準(zhǔn)使用限制類工藝技術(shù)、裝備的新企業(yè)http://www.stonebuy.com/enterprise/開展加工貿(mào)易http://www.stonebuy.com/trade/業(yè)務(wù)。

　　三、下放加工貿(mào)易http://www.stonebuy.com/trade/內(nèi)銷審批權(quán)限

　　為適應(yīng)加工貿(mào)易http://www.stonebuy.com/trade/發(fā)展形勢(shì)，加強(qiáng)加工貿(mào)易http://www.stonebuy.com/trade/管理，自2007年7月1日起，加工貿(mào)易http://www.stonebuy.com/trade/企業(yè)http://www.stonebuy.com/enterprise/申請(qǐng)保稅進(jìn)口料件內(nèi)銷的，一律由原出具《加工貿(mào)易http://www.stonebuy.com/trade/業(yè)務(wù)批準(zhǔn)證》的商務(wù)主管部門負(fù)責(zé)按《加工貿(mào)易http://www.stonebuy.com/trade/保稅進(jìn)口料件內(nèi)銷審批暫行辦法》規(guī)定受理和審批。但內(nèi)銷商品如涉及配額、許可證等特殊管理措施的，仍須按規(guī)定報(bào)省級(jí)商務(wù)主管部門或商務(wù)部審批。

　　各級(jí)商務(wù)主管部門要對(duì)照上述要求，結(jié)合本地區(qū)實(shí)際情況，切實(shí)完善各項(xiàng)管理措施，做好自查自糾，并對(duì)轄區(qū)內(nèi)加工貿(mào)易http://www.stonebuy.com/trade/企業(yè)http://www.stonebuy.com/enterprise/情況進(jìn)行全面摸底，發(fā)現(xiàn)問題和情況及時(shí)上報(bào)。各省級(jí)商務(wù)主管部門對(duì)下級(jí)各審批機(jī)關(guān)要起到督導(dǎo)作用，發(fā)現(xiàn)有越權(quán)審批和違規(guī)手工發(fā)證行為要及時(shí)處理、及時(shí)上報(bào)，對(duì)統(tǒng)計(jì)分析工作扎實(shí)、成績(jī)突出的單位也要及時(shí)總結(jié)經(jīng)驗(yàn)上報(bào)。
