新年伊始，上海市建設(shè)工程安全質(zhì)量管理常抓不懈，始終不放松。2010年1月7日，假座上海市委黨校多功能廳，上海市建設(shè)工程安全質(zhì)量監(jiān)督總站召開2009上海市建筑裝飾石材http://www.stonebuy.com/質(zhì)量專項(xiàng)檢查講評(píng)會(huì)。各區(qū)縣建設(shè)工程和建材質(zhì)監(jiān)站、各省市滬辦建管處、相關(guān)行業(yè)協(xié)會(huì)、建設(shè)工程建設(shè)單位、施工企業(yè)http://www.stonebuy.com/enterprise/、監(jiān)理企業(yè)http://www.stonebuy.com/enterprise/、設(shè)計(jì)企業(yè)http://www.stonebuy.com/enterprise/、石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/的負(fù)責(zé)人共300人出席了會(huì)議。

      2009年11、12月，總站會(huì)同上海石材http://www.stonebuy.com/行業(yè)協(xié)會(huì)、上海市建筑材料及構(gòu)件質(zhì)量監(jiān)督檢驗(yàn)站開展了建筑裝飾石材http://www.stonebuy.com/質(zhì)量大檢查，專項(xiàng)檢查共分三個(gè)階段，第一階段企業(yè)http://www.stonebuy.com/enterprise/自查；第二階段石材http://www.stonebuy.com/行業(yè)協(xié)會(huì)針對(duì)石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/組織行業(yè)內(nèi)檢查，共抽查了石材http://www.stonebuy.com/生產(chǎn)供料企業(yè)http://www.stonebuy.com/enterprise/20家，抽取了17家（組）石材http://www.stonebuy.com/產(chǎn)品http://www.stonebuy.com/sample/進(jìn)行質(zhì)量檢測(cè)；第三階段市總站采取隨機(jī)抽查的方法，抽查了12個(gè)施工工地。

      會(huì)議由市總站材料科科長張健民主持。首先，市總站高級(jí)工程師周東通報(bào)了石材http://www.stonebuy.com/大檢查的情況。石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/的產(chǎn)品http://www.stonebuy.com/sample/質(zhì)量、石材http://www.stonebuy.com/工程質(zhì)量總體上處于可控狀態(tài)，對(duì)比前幾年也有一定的進(jìn)步，但問題還比較多。檢查中發(fā)現(xiàn)，40%企業(yè)http://www.stonebuy.com/enterprise/不了解、不遵守上海石材http://www.stonebuy.com/業(yè)行規(guī)行約；50%石材http://www.stonebuy.com/供料企業(yè)http://www.stonebuy.com/enterprise/不辦理備案手續(xù)；45%石材http://www.stonebuy.com/工程使用未經(jīng)備案產(chǎn)品http://www.stonebuy.com/sample/；60%工程未使用市工商局、上海石材http://www.stonebuy.com/行業(yè)協(xié)會(huì)統(tǒng)一頒發(fā)的石材http://www.stonebuy.com/工程供料示范合同文本；50%企業(yè)http://www.stonebuy.com/enterprise/沒有或未使用上海石材http://www.stonebuy.com/行業(yè)協(xié)會(huì)統(tǒng)一版本的石材http://www.stonebuy.com/產(chǎn)品http://www.stonebuy.com/sample/質(zhì)量保證書，工程現(xiàn)場(chǎng)不打印備案現(xiàn)場(chǎng)驗(yàn)證單；60%的受檢企業(yè)http://www.stonebuy.com/enterprise/沒有按《上海石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/崗位設(shè)置和石材http://www.stonebuy.com/專業(yè)人員管理規(guī)范》對(duì)石材http://www.stonebuy.com/加工師、養(yǎng)護(hù)師、設(shè)計(jì)師、項(xiàng)目經(jīng)理進(jìn)行系統(tǒng)培訓(xùn)，合理設(shè)置和規(guī)范使用；50%的石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/未按《上海石材http://www.stonebuy.com/加工、工程、養(yǎng)護(hù)施工能力等級(jí)管理辦法》的要求參與能力等級(jí)的認(rèn)定；40%的石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/未能提供有效的《上海石材http://www.stonebuy.com/行業(yè)誠信手冊(cè)》；35%企業(yè)http://www.stonebuy.com/enterprise/生產(chǎn)、工程材料臺(tái)賬缺失或不規(guī)范；石材http://www.stonebuy.com/產(chǎn)品http://www.stonebuy.com/sample/受檢不夠規(guī)范，檢查中發(fā)現(xiàn)有3份檢測(cè)報(bào)告造假；個(gè)別工程采購和使用的石材http://www.stonebuy.com/及金屬掛件存在偷工減料行為，如石材http://www.stonebuy.com/設(shè)計(jì)厚度為30mm，實(shí)際只有25-26mm，不銹鋼掛件插板厚度小于標(biāo)準(zhǔn)的3.0mm；相當(dāng)一部分石材http://www.stonebuy.com/產(chǎn)品http://www.stonebuy.com/sample/抽檢存在質(zhì)量問題，17組抽檢中有5組不合格，合格率只有70%。

      總站材料科副科長劉繼華宣讀了對(duì)3個(gè)工程、4個(gè)企業(yè)http://www.stonebuy.com/enterprise/違法違規(guī)情況的通報(bào)；針對(duì)建設(shè)方、施工方、監(jiān)理方、石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/提出了對(duì)石材http://www.stonebuy.com/工程安全質(zhì)量管理的要求。上海石材http://www.stonebuy.com/行業(yè)協(xié)會(huì)范林根秘書長宣布了在專項(xiàng)檢查中8家行業(yè)表揚(yáng)企業(yè)http://www.stonebuy.com/enterprise/，6家行業(yè)批評(píng)企業(yè)http://www.stonebuy.com/enterprise/以及5家產(chǎn)品http://www.stonebuy.com/sample/抽檢不合格企業(yè)http://www.stonebuy.com/enterprise/。希望廣大石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/加強(qiáng)管理，研透標(biāo)準(zhǔn)，遵守政府管理規(guī)范，并且主動(dòng)融合到建筑產(chǎn)業(yè)鏈。總站副站長潘延平最后講話，對(duì)本次專項(xiàng)檢查和會(huì)議進(jìn)行了總結(jié)，希望大家高度重視石材http://www.stonebuy.com/產(chǎn)品http://www.stonebuy.com/sample/和石材http://www.stonebuy.com/工程的質(zhì)量問題，對(duì)查出的違規(guī)違紀(jì)行為要堅(jiān)決處理并且舉一反三，也談了總站2010年對(duì)材料質(zhì)量管理的思路。2010年總站將與相關(guān)行業(yè)協(xié)會(huì)一起，通過列短名單、建立合格供應(yīng)商名錄等方式對(duì)行業(yè)優(yōu)秀企業(yè)http://www.stonebuy.com/enterprise/、一般企業(yè)http://www.stonebuy.com/enterprise/和違法違規(guī)失信企業(yè)http://www.stonebuy.com/enterprise/實(shí)行差別化管理；強(qiáng)化總包單位、監(jiān)理單位的工程管理安全質(zhì)量責(zé)任；希望在協(xié)會(huì)平臺(tái)上，石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/不斷加強(qiáng)專業(yè)技術(shù)的培訓(xùn)，促進(jìn)石材http://www.stonebuy.com/企業(yè)http://www.stonebuy.com/enterprise/能力進(jìn)一步提高。

      廣大參會(huì)人員紛紛反映，針對(duì)一個(gè)行業(yè)進(jìn)行專項(xiàng)檢查并舉辦講評(píng)會(huì)，目標(biāo)集中，針對(duì)性強(qiáng)，比較容易發(fā)現(xiàn)問題；管理部門、行業(yè)協(xié)會(huì)、專家、企業(yè)http://www.stonebuy.com/enterprise/一起參與，可以把問題研究透徹，提高認(rèn)識(shí)，也容易整合力量，解決問題，是建設(shè)工程安全質(zhì)量管理的一種很好形式和探索。
